Building Community Capacity and Institution - To build the capacity of peoples institutions to enable them critically analyze their situation; prepare their plan and operationalise the plans for their own development. Facilitating the participation and ownership of the most marginalized women and men. People will be encouraged to participate and take control of the village institutions.
Collaborative alliances for access and control - SPREAD would proactively facilitate the process of interface and collaboration of community with other stakeholders, particularly govt. for implementation of Micro Level Planning and resource mobilization. It would enable the community to gain access and control over resources, services, skill, knowledge and information that they are entitled to.
Influencing state for enabling policy environment - SPREAD will promote people’s institutions at regional and district level on tribal issues. It will also facilitate the process of net working of like-minded institutions at the state level for influencing policies. The focus of this strategy also will include lobbying and advocacy by the people’s groups and raising people’s opinion by use of various media.
Resource Generation - To facilitate the process for regeneration, creation and sustainable management of the resources by the people.
Gender equity and women empowerment - To facilitate the process of positive discrimination for women to enable them to assert their rights and ensure gender equity.
Addressing immediate poverty needs - To take steps for addressing the immediate and practical needs of the most marginalized groups to enable them sustain themselves to fight for their rights. The stress will be on meeting the following needs:

- Primary health care
- Education
